@ verge of buying, but starter/carbs, manual...

@ verge of buying a 1999 ZX7R-750, 'presuming that I can fix it!' OK the guy said that it ran well prior but became hard starting- thought carbs needed cleaning so he sprayed carb cleaner while trying to crank in his garage. Said that it was so loud that he kept holding down the start button for good while after it actually had started. Now the problems are that the starter just kinda clicks and whirrs, and the carbs leak fuel. I would like to (need to-$$$) fix this myself. He said delicate matter to balance 4 carbs- don't wanna run one lean and burn it out- needs a certain pressure meter to balance, etc. Also, I need a link to where to download a service manual (shop manual best) that is ACTUALLY FREE. What is maintenance schedule for this bike- 8K minor/16K major? Any other suggestions? PS- I trust this guy, Also- (big one!), bike has an NOS system semi-installed- he said never used yet- would that be problematic?
PLEASE- someone help and suggest which starter parts or kit to get, same for carb, and info on cost/description of this pressure meter- THANX MUCH, V

Where are the carbs leaking fuel from? It's not hard to take them apart at all so you can check the floats for any cracks or stiffness and then bit of gasket seal to put them back together. Jets can be set basically by taking them out and then screwing them in to the amount set by the manufacturer (will set them by turns to screw in so e.g 1.5 turns) starter could be faulty or could be an electrical failt. Put the bike in a high gear an try to push it, will be stiff but should move, just a quick way to check for more serious things like the engine being seized

Carb repair kits are about £10 per carb or a complete set of carbs is circa £100 after having a quick look and starters anywhere from £30-60 just eBay the bits from breakers for your model/year

You're saying the starter spins but doesn't engage the engine? If this is the case he may have destroyed the starter motor clutch assembly. This would necessitate splitting the cases to repair. If you don't know how to tear an engine down, or don't have the proper tools this could get expensive quickly. I'm not saying this is an absolute definite thing becasue I'm not looking at the bike, but you need to be aware of the possibilities.
