Usually if it fogs up it would be due to condensation, but that would look just like what it is; misty water deposit. The brown colour is unusual, but it does seem to behave in similar way to condensation. Is the cluster damaged at all where moisture could get in? The fact is clears seems to point in that direction. Has it happened again, or were the weather conditions different on that day?
All I could recommend would be what I would do; dismantle the cluster by unscrewing the cover, let the cluster 'dry out' for a day in a warm dry area. I have had a similar situation on my first 12 many years ago and did this, seemed to help. Sorry if not a great response but all I can think of!
