hesitation right off idle

Hi guys and gals,
I have a new to me zx11 that has a hesitation right off idle to the point that I need to rev it up like a two stroke engine to get going. Falls on its face. I thought the gas wasn't turned on. The bike sat for a little while 9two months) does this sound like a dirty carb issue? PO sprayed some cleaner down the carb throats and says its cured. I am to pick it up on the 26th (again) this time hopefully running right. I am skeptical that would cure a dirty carb issue since I thought soaking and compressed air is the answer normally.

If you still have a problem after you get it back, try washers under the needles and richen up the idle screws by about a turn. If you have an aftermarket exhaust it may need a jet kit.
