Question Limp mode

I'm working on a kawasaki prairie 650 that i think is in limp mode. It's my dad's so i'm not sure what all has happened to it. I finally got it running but it is popping through the front carb and won't rev very high. The belt light is flashing and i have read that this will put it in limp mode. I have tried 2 or 3 different procedures to reset but none have worked. Is there something else putting it in limp mode? I can't get the belt light to quit flashing
